It all depends on whether the US govt thinks short or long term

Short term thinking: any war is good for the government (for now, until DC politicos begin to get shipped to Hague.*) Let's start wars against the unification, even though it's obvious that we'll lose.

Long term thinking: you can't beat this unification, why not join it instead.

* When Milosevic unleashed the Kosovo wars, I remember locals talking about how he'll end up in Hague. I vividly recall how inconceivable the prospect seemed the first time I heard it. Just like reading the same about US politicians today...
