The United States Court of Appeals for the Fifth Circuit held that federal limits on buying and selling handguns across state lines violate the Second Amendment. The case, Elite Precision Customs v. Bureau of Alcohol, Tobacco, Firearms and Explosives, identified provisions of 18 United States Code section 922 that together block direct interstate handgun transactions. The court reversed the lower court and rendered judgment for the plaintiffs, stating these provisions collectively bar cross-border handgun sales and purchases.
